The success of the R plate licence in Northern Ireland

Compared to the rest of the UK, Northern Ireland exercise a further restrictive measure aimed at drivers who have just gained their licence. Its use is simple – restrict the driver to a limit of only 45mph for a period lasting 12 months. Once this time has elapsed, the DVLA will then consider their driving during this period to then determine whether they are permitted a full driving licence.
Northern Ireland’s road safety is the worst in the UK with causalities totalling 76.8, Scotland – 57.1, Wales – 46.3 and England is at 54.3. Such reading indicates that Northern Ireland requires additional preventive measures and the suggestion of a restricted plate once the test has been completed has in some way improved the readings.
Road accidents within Northern Ireland have seen a gradual yet significance reduction in accident rates since 1989. However, to illustrate the problem; during the duration of the troubles, the accident rates represent a higher figure compared to those killed with the hostility.
Drink driving is a prominent issue within Northern Ireland and measures such as random searches has resulted in a 24% reduction in this type of crime. And in comparison with other offenses, it is clear that speeding and drink/drug driving is the main contributing factor which causes these accidents.
That is, the road user can simply remove the R plate – and although preventive measures such as random stops aim to deter those who don’t abide by this rule, many will disobey. Nevertheless, the significance of using one even if the rules are obeyed is still questionable. For example, after the 12 months have been completed, the driver will have limited experience at understanding faster speeds and either be less confident or, adopt a faster approach to make up for lost speeding time.
